In accordance with part 506A(a)(3)(B) of the Commerce Act of 1974, as amended (19 U.S.C. 2466a(a)(3)(B)), I’m offering advance notification of my intent to terminate the designation of the Central African Republic, the Gabonese Republic (Gabon), Niger, and the Republic of Uganda (Uganda) as beneficiary sub-Saharan African nations below the African Progress and Alternative Act (AGOA).
I’m taking this step as a result of I’ve decided that the Central African Republic, Gabon, Niger, and Uganda don’t meet the eligibility necessities of part 104 of the AGOA. Particularly, the Authorities of the Central African Republic has engaged in gross violations of internationally acknowledged human rights and has not established, or is just not making continuous progress towards establishing, the safety of internationally acknowledged employee rights, the rule of regulation, and political pluralism. Niger and the Authorities of Gabon haven’t established, or don’t make continuous progress towards establishing, the safety of political pluralism and the rule of regulation. Lastly, the Authorities of Uganda has engaged in gross violations of internationally acknowledged human rights.
Regardless of intensive engagement between america and the Central African Republic, Gabon, Niger, and Uganda, these nations have failed to handle United States considerations about their non-compliance with the AGOA eligibility standards.
Accordingly, I intend to terminate the designation of those nations as beneficiary sub-Saharan African nations below the AGOA, efficient January 1, 2024. I’ll proceed to evaluate whether or not the Central African Republic, Gabon, Niger, and Uganda meet the AGOA eligibility necessities.
